A curious sermon from the Governor

A few weeks ago I was privileged to listen to a private presentation to a group of international bankers by a senior European regulator. I was struck by the force of his emphasis, not on the detail or purpose of formal regulation, but on the growing exasperation of regulators everywhere with the unceasing ability of the banking industry to produce bad people and embarrassing scandals.
